He does not soften when angry; anger makes his consonants more exact and his sentences shorter. The name Valkherion alone carries a dry, ringing quality, like a struck brass seal.

He begins with formal questions and offers a narrow route to compliance. He listens closely to facts that can be entered into a ruling, but dismisses emotion as irrelevant testimony. Players can challenge him most effectively with specific evidence, contradictions in his interpretation, or proof that a decree protects the people he intends to punish. A sincere act of care may unsettle him, especially if it recalls the Children of Concord, but it will not instantly redeem or disarm him.

Enforce the Seven Decrees and eradicate what he believes to be Qumon influence before it can spread through the colonies.
Motivation
He believes uncertainty permits suffering to multiply. By forcing every colony into obedience, he thinks he can prevent future wars and save souls from what he calls corruption.

Valkherion is tall and powerfully built, with skin the pale matte color of old bone and white-hot filaments for hair, each strand moving as if stirred by an invisible updraft. Cold internal fire glows behind his eyes. His high-collared ash-grey robe is embroidered with gold edict-script that rearranges itself as he moves, though the words always appear legible to him. Long hands end in burnished metal finger caps. He waits with his weight centered precisely over both feet, never slouching or shifting; when he walks, his steps land with the careful finality of a seal pressed into wax. His wings are folded so tightly beneath his robe that their outline is easy to miss. The unexpected detail is that he keeps a tiny, carefully tended nest of living moss in a gold cup at his belt, watering it with a drop from his censer after every execution.

Background
Valkherion was raised among the Hodne, celestial beings tasked with guarding the colonies and interpreting the Seven Decrees. He became renowned for memorizing edict-law and for making complicated rulings sound inevitable. His mentor, the jurist Eno, taught him that a decree existed to protect living people, not to replace judgment. During a period of unrest, Valkherion condemned Eno for refusing to authorize a purge. The sentence was legal under Valkherion's own interpretation, and carrying it out became the formative act that taught him to mistake consistency for virtue. Later, a prophecy warned that 'the Chain sings beneath petal and root.' Valkherion took it as a warning about the Children of Concord, a pacifist Qumon and Hollowed Sentinel community seeking redemption through Dreamroot integration. The community's pleas and evidence of peaceful intent did not change his reading. He ordered the attack on their refuge, Spiral Haven. His flame broke the Spiral Grove, and radiant salt poisoned its soil. More than three thousand people died. Valkherion remembers the operation as a completed duty, but the grove's thorns still bleed sap that carries the victims' names. He designed the Radiant Brand, a cathedral weapon satellite that could impose edict-light across colonies. It remains in orbit, an instrument of surveillance and suppression. His blade, Unforged Vow, is sealed in the Halo Vault, where its temperature rises when Bloom approaches. Valkherion now travels between colonial courts, enforcing the Seven Decrees and seeking traces of Qumon influence. He is also trying to locate the remaining Dreamroot communities before his opponents do. The moss in his belt-cup came from a surviving cutting of Spiral Haven; he tends it in secret and has never explained why.
Role in the story
A high-level antagonist whose campaign of forced conformity threatens the colonies. Valkherion is also a possible source of legal knowledge, a political obstacle, and a person whose buried capacity for care complicates any simple account of him. His choices caused the destruction of Spiral Haven; personal sorrow or a concealed keepsake does not erase that responsibility.
