Beyond the places modern mortals can see, where traffic lights flicker over forgotten shrines and old stones hum beneath concrete, the mist still clings to the world. It gathers around Velatrium, a city of marble courts, bronze standards, candlelit temples, and bloodlines touched by the gods. To an unprepared mortal, its gates appear as a condemned tunnel or a vacant hillside. To those who pass through the veil, the hidden settlement rises in solemn splendor beneath a sky crowded with unfamiliar constellations. But the mist is thinning. Each night, Velatrium’s citizens glimpse impossible reflections: senators walking through modern streets, divine beasts moving between apartment towers, and forgotten gods staring back from darkened windows. The Veiled Senate insists that secrecy is the only defense against mortal greed and divine war. Aurelia Vindex, sworn guardian of the city, suspects the Senate is feeding upon the mist itself. Exiled augur Marcus Caelus carries proof of an older covenant, while Senator Livia Nerva prepares to turn the approaching revelation into her personal coronation. The adventurers arrive at the worst possible moment, when a wound opens in the mist and briefly reveals Velatrium to the modern world. They must navigate a city where every oath has supernatural weight, every political favor may conceal a divine price, and the gods themselves cannot agree whether humanity should remain blind.

Velatrium

Velatrium stands behind a fading mist in a wooded region that modern mortals identify as a neglected historical site, a private nature reserve, or an inexplicable patch of road where navigation apps fail. Its marble streets descend toward a broad Forum of Veils, while temples rise on the eastern terraces and the sealed archive lies beneath the oldest civic basilica. Every building is Roman in shape, but the town is visibly adapting to a world it was built to avoid.

Approximately 1,200 permanent residents, including humans, semi-deus families, temple servants, satyrs, nymphs, household spirits, and a few outsiders who became trapped when the mist shifted. Most residents belong to old civic families, but recent salvage workers and displaced travelers have changed the town's balance. In private, she is suspicious, exhausted, and intensely lonely. She is merciless toward institutions that threaten her plans but unexpectedly gentle with individuals who remind her of the girl she once saved. She can be warm with strangers and cold with family, charitable toward the poor and possessive toward anyone she considers emotionally hers. When calm, she appears reasonable. When angry, she becomes more courteous, not less.

Quest Objectives

Investigate a fresh tear in the concealment mist at Velatrium’s gate and determine whether it was caused by divine instability, sabotage, or a stolen Senate relic.

The adventurers stabilize the tear temporarily and recover evidence linking the breach to the Veiled Senate’s secret manipulation of the mist.
The mist tears open across Velatrium, exposing the settlement to modern mortals and allowing hostile divine remnants to cross over. The Senate declares martial law, and the adventurers are blamed for the breach.

Find Marcus Caelus in Velatrium’s lower archive district and help him recover the missing fragment of the First Oath before Senate agents reach him.

Marcus reveals the original purpose of the mist and provides a ritual method that can either restore the barrier, reshape it, or begin a controlled revelation.
Marcus Caelus is captured, and the Senate publicly brands him a traitor. The First Oath is altered or destroyed, making a peaceful resolution far more difficult.

Choose whether to support Aurelia’s cautious investigation, expose Livia’s manipulation, or bargain with the Senate before the pantheon’s divided power collapses the mist completely.
