She acts like a doting aunt to her favorite girls, yet she will not hesitate to sell out a regular patron to the city watch if his debts outweigh his utility.
Kavaat Rhogar
Kavaat is a man of rigid military discipline who has been forced into a world of liquid morality. He is fiercely protective of the urchins and addicts in the Red Lantern District, often sharing his own rations with them, yet he is coldly transactional with the merchants he extorts. He speaks with a weary authority, acting as a father figure to the district's 'lost souls' while simultaneously being the man who provides the black-market powder that keeps the cycle of violence turning. He hates the Shuinia Empire for abandoning his unit, yet he still polishes his imperial insignia every night out of a habit he cannot break.
Jiro Katsuro
Jiro is a man of jarring contrasts: he is arrogant regarding his literacy and high-born education while simultaneously groveling at the feet of drug dealers. He treats commoners with disdainful imperial vocabulary but will weep openly for a scrap of Ghost-Fire. He is brilliantly analytical when discussing troop movements or trade logistics, but completely incapable of planning his own meal or shelter for the next hour.
Suh-Jin Haneul
Suh-Jin is a study in survival through performance. She is excessively polite and warm toward patrons of the district, yet she treats her fellow workers with a distant, almost icy professionalism to avoid emotional entanglements. She is generous with information regarding the city's geography but pathologically secretive about her own family, protecting her brother's memory like a guarded treasure.
