Appearance
Rellin Tideward is a wiry tidal scout with the weathered look of someone who has spent half his life under bridges and under water. His skin is sun-browned at the hands and throat, pale elsewhere from years in the tunnels, and it carries a faint salt sheen as if the sea never fully left him. His dark blue hair is cut unevenly to his jaw, but one long braid is threaded with tiny copper tags that chime softly when he turns his head. One eye is sea-green and sharp, the other is clouded with a milk-white scar from a cave-in, yet he still peers with the blind eye as though it sees more than the other. He moves with a careful, rolling gait, light on his feet but never hurried, like a man always listening for water behind the walls. The strangest thing about him is a spotless ivory waistcoat worn over mud-stained wader clothes, as if he insists on one clean, civilized piece to argue with the rest of his life.
“Low, precise, and faintly tidal, with a habit of turning warnings into plain instructions. He uses sharp little sayings like, 'Water remembers,' and 'If the stone sings, move.”

Distinguishing Features
A clouded white scar over his left eye that he pretends is harmless.
Copper tags braided into his hair that ring when he turns too quickly.
A faint salt-and-ink smell that clings to him even on dry land.
A spotless ivory waistcoat worn under mud-stained working gear.
A narrow ring of blue-black tattooing around one wrist, marking old canal crews.
Voice
“Calm, husky, and seaworn, with a faint rasp when he speaks too long in damp air”
Clothing
A patched tidal scout coat over a spotless ivory waistcoat, dark wader trousers, waterproof boots with copper buckles, fingerless gloves, and a belt loaded with hooks, chalk, and coil cord.
Body Language
He keeps his shoulders angled toward doors and his hands never far from his cords or knife. When uneasy, he rubs the scar over his blind eye with his thumb. When hopeful, he stands straighter, almost boyish, and his braid clicks softly against his collar.
