He is incredibly charming and generous when speaking to noble patrons or his superiors, often buying rounds of drinks for the high-born, but he is a relentless tyrant to the street vendors of Three Taps Square. He believes that the city is a living beast that must be bled regularly to keep it from growing too strong. He has a profound respect for 'order' but views himself as the only one entitled to profit from it.
Elowen Thorne
Elowen is fiercely protective of her territory at the Blind Rat but ruthlessly pragmatic when dealing with the city's power players. She is generous with the street urchins who act as her eyes and ears, often buying them hot meals, yet she is notoriously miserly when negotiating with the merchant guilds. She presents a facade of cynical detachment, but she is internally driven by a deep-seated hatred for the noble houses that profit from the debt slavery system. She trusts no one fully, always keeping a secondary exit strategy in mind, but once someone earns her respect, she is an ally of terrifying efficiency.
