Internally, he is a man besieged. He treats his staff with fatherly affection one moment and screams of treachery the next. He is a master of logistics who can no longer sleep unless the windows are boarded shut against the sound of the waves. His loyalty to the city is his anchor, yet his growing madness makes him see every citizen as a potential spy for the 'Singers' beneath the docks.

Madam Elara Vaelentis
Elara is a master of the double-edged compliment. She is deeply generous to those she views as 'investments' but ruthlessly exploitative of her own kin, whom she sees as competitors for her legacy. She possesses a razor-sharp wit and a memory that never forgets a slight or a debt. In public, she is the pinnacle of civic grace, but in private meetings, she uses silence as a weapon to force her visitors into babbling their secrets out of nervousness.

Kaelen O'Malley
Kaelen is eerily soft-spoken and prone to long silences where he seems to be listening to something underwater. He is obsessively protective of any books or paper he finds, treating them with a reverence that borders on religious mania. While he is deeply compassionate toward other survivors of tragedies, he becomes violently agitated and catatonic at the mention of the High Admiral. He views the world as a thin crust floating over a vast, infinite library that is slowly rising to reclaim its lost volumes.
