Bellwether
Bellwether is a village built around an abandoned subterranean quarry, its homes carved into broad shelves around a central cavern. Water drips from the ceiling into stone cisterns, while mushroom plots and root beds fill every warm corner. The settlement survives because three underground streams meet here, and because the old quarry provides shelter from harsh surface winters and raiders.

“Bellwether lies beneath a limestone hill where warm air rises through cracks in the earth. Its streets are lit by hooded lanterns, fungus gardens, and pale crystals that hum before cave-ins. Everyone speaks quietly near the old shaft. The villagers are practical, neighborly, and exhausted by the knowledge that their home is slowly becoming valuable to people who do not intend to live in it.”

The village believes survival is a shared debt. A person may keep private wealth, grudges, and secrets, but never private knowledge of danger. This principle is sincere in emergencies and ruthlessly abused in politics. Bellwether respects competence more than birth, though old families still control the safest homes and the best water.
Bellwether favors practical art: carved door lintels, painted fungus pots, choral work songs, and shadow plays performed against cavern walls. The finest entertainment is the weekly story circle at the Cooper's Rest, where miners compete to tell the most convincing account of a disaster they survived. Outsiders are welcomed into songs but rarely into family histories.

Government
Mara has received proof that the eastern tunnel is structurally sound enough to mine, but opening it may release whatever caused the original collapse. She is hiding the evidence while rival factions prepare to act.
Families living near the central cistern are reporting dreams, headaches, and missing tools. Mara suspects sabotage, but the disturbance is actually connected to water moving through a newly opened lower passage.
Economy
Fresh timber, lamp oil, and reliable news from the surface are scarce. The village can replace food more easily than tools, nails, rope, or anything requiring a living forest.
Defenses
A small rotating watch drawn from miners, growers, and teamsters. They patrol in pairs and keep written reports, though several reports have recently vanished.
