The Purring Vault
The House of the Unlatched Window occupies a concealed network beneath Nine Chimneys, where abandoned bathhouses, collapsed cellars, dry cisterns, and roof bridges form a second city under the first. Its central chamber, the Purring Vault, holds hundreds of copper bells engraved with deceased Mews and destroyed settlements. The sanctuary is part refuge, part intelligence exchange, and part living archive, governed by people who disagree about whether survival requires remaining unseen.

“Beneath Nine Chimneys, every sound seems borrowed from somewhere else. Oven doors thump below bakeries, bathwater drips through sealed stone, and copper bells murmur whenever the city above forgets a name. The sanctuary feels protected rather than hidden, but that protection has a cost. Residents speak softly, keep written records in oilskin, and treat every newcomer as someone who may already have been mourned.”

Culture
No Mew is abandoned while another Mew can open a door. This promise extends to food, shelter, burial, and the preservation of names. It also creates fierce arguments over outsiders, secrecy, and whether protecting the community justifies sacrificing people who have not yet asked for help.
Mew artisans favor quiet arts suited to cramped halls: bell casting, miniature woodcarving, shadow plays, embroidered maps, and songs performed through clay pipes. Public mourning is considered a communal duty, while boasting about survival is viewed as tasteless. Children play a game called Find the Window, tracing routes between hidden entrances without touching the marked stones.

Mara Venn has concealed evidence that one of the sanctuary’s entrances was compromised. She fears panic and insists the route can still be useful, while the Quiet Watch argues that every use risks a massacre.
The Ashen Table has acquired legal claims to several buildings above the sanctuary. Their surveyors will soon begin foundation work, which could collapse passages and expose the Purring Vault.
The Copper Ledger demands that records be revealed publicly, while Mara insists that disclosure would endanger living descendants. The dispute is dividing families that once trusted one another.
Economy
Clean water is carefully rationed, and copper is increasingly difficult to obtain without attracting attention. The sanctuary can feed its residents for weeks, but not comfortably. Trusted bakeries and apothecaries above remain essential.
Defenses
A rotating body of guides, messengers, former smugglers, and household guards trained in concealment, nonlethal ambushes, and emergency evacuation. They fight to delay pursuers rather than win battles, carrying hooked poles, weighted cords, smoke pots, and short blades.
