Harrowford
Harrowford exists because three dependable routes meet beside a seasonal river that exposes hard clay banks after the spring floods. The crossing is shallow enough for pack animals, while nearby limestone shelves hold cool storage hollows and rain-catch basins. Long before permanent buildings appeared, Veyruun clans used the place as a neutral meeting ground. Traders later built warehouses here, but the routes remain more important than the walls.

Circular felt tents stand beside stone warehouses, and every road points toward a different clan route. The town is busiest at dawn, when caravans arrive before the heat. Outsiders find the people hospitable but watchful. Everyone seems to know which wells are safe, which hills are sacred, and who has recently lied about either.”

A person is judged by whether others can travel safely because of them. Hoarding water, shelter, or reliable directions is treated as a moral crime. Veyruun hospitality is generous but conditional: guests receive food, shade, and protection, while also accepting the host's right to ask where they came from and where they intend to go. Staying too long without purpose makes people suspicious.
Story singers perform epics in alternating verses, with listeners interrupting to correct family history. Leatherwork, beadwork, horsehair braiding, and painted tent panels are prized more than carved statues because they travel well. The finest entertainment is competitive memory: two speakers recite every known well, ford, and shelter between Harrowford and the distant summer grounds. Betting is common, though cheating at memory contests is considered a serious insult.

Government
The Salt Ledger has begun buying debts tied to wells outside town, then demanding payment in permanent access rights. Mara Venn knows this violates the old law but fears exposing the scheme will fracture the council.
The Ash Camp has occupied a disused salt yard and refuses to leave. Their claim is defensible, but several council members intend to use the standoff to justify armed eviction before the next caravan season.
Economy
Water is not absent, but trustworthy water is. During dry years, access to certain wells becomes the town's most valuable currency, and false directions can ruin an entire caravan.
Defenses
A rotating company of caravan guards, mounted scouts, and local youths who serve in exchange for grazing rights and public honor.
