Crownport
Crownport occupies nearly the whole of Bellwater Island, a dense metropolis built around a deep natural harbor and the immense Beacon of Saint Orra. Bridges, ferries, sea walls, and elevated roads bind together districts that were once separate villages. Every useful patch of ground has been claimed, built over, or turned into a market. The city grows upward because it can no longer safely grow outward.

A rich island city where every public promise is heard by the lighthouse, and the drowned still own half the streets.
“Salt wind moves through every street, carrying bells, fish smoke, hot iron, and the damp breath of the inner harbor. The city is crowded, prosperous, and watchful. At sunrise, the Beacon of Saint Orra shines across the island, and anyone who swore a public oath the previous day must speak one plain truth aloud. Most citizens treat this as civic religion. The powerful treat it as a problem to be managed.”

Culture
The islanders admire competence, plain speaking, and anyone who can survive a bad bargain. They distrust effortless virtue, inherited authority, and people who refuse to drink in public. A promise made before witnesses matters more than written law, but everyone understands that witnesses can be bought, threatened, or made to disappear. The city believes justice is necessary, yet rarely agrees on who deserves it.
Public life favors sharp-tongued courtroom plays, dockside ballads, oath-poetry, and competitive storytelling. Wealthy families sponsor masked operas in which everyone knows the villains are based on living councilors. Sailors prize carved bone charms, while inland visitors buy painted harbor maps that are deliberately inaccurate. At sunset, street performers reenact famous trials, often changing the verdict when a powerful patron walks past.

Government
The Beacon has begun forcing truths from people who never swore an oath, including children, visiting merchants, and two councilors. The mayor is suppressing the reports while the Church demands an investigation.
Grain shipments are arriving late, water prices are rising, and the council's emergency stores are already being diverted through private warehouses. A dock strike could become a famine within weeks.
Economy
Fresh water is expensive during dry months, and reliable grain supplies depend on the cooperation of three mainland ports. Quietly, the council has begun stockpiling both while publicly denying any concern. Affordable housing is nearly nonexistent in the central districts.
Defenses
The Harbor Guard combines marines, city watch, engineers, and oath-bound officers who must answer truthfully when questioned beneath the Beacon. Their senior ranks are politically divided, and several commanders quietly follow guild instructions rather than the lord mayor.

- Moderate overall, high in the outer docks and sealed-quarter approaches. Organized crime is woven into customs, gambling, salvage, and debt collection.

- The Lantern Guard enforces council law, while guilds handle most disputes internally. The Church shelters fugitives from abusive officials, and dock crews sometimes conduct their own rough justice. Beneath the Beacon, lies are difficult but not impossible if the speaker has prepared carefully.
