Bellwether

Bellwether is a fishing and brokerage village on Tharsult's western coast, built around a narrow inlet where reef boats can shelter from the Shining Sea. Its defining truth is simple and dangerous: the village's written debt ledgers are magically binding, and the person who controls the oldest ledger can compel anyone whose name appears in it. The public clerk is only a custodian. Four respected families secretly decide which debts become law.

Its current government grew from emergency agreements after a devastating storm. Those agreements were made permanent through a magical debt ledger, but the official history hides how quickly temporary rescue obligations became inherited control. The village now stands on prosperity built from promises many people never personally made.

Founding generationThe First MooringThe first settlers chose Bellwether because a freshwater seep reached the sea beside a sheltered coral inlet. The official account says the village grew through honest trade. Older families quietly admit the first leaders survived by binding shipwrecked sailors into service through spoken promises recorded after the fact.

Thirty-seven years agoThe Storm of Black SailsA hurricane destroyed half the harbor and killed many divers. Four families pooled supplies, rebuilt the seawall, and created the first debt ledger. The Bellwether Watch is a small force of harbor guards, dockworkers, and retired sailors. They carry spears, clubs, light crossbows, and signal lanterns. Their loyalty is divided because every officer has accepted favors from at least one major faction.

A maze of sheds, drying racks, and rope frames built along the southern shore. The Free Hands meet here after dark, but the oldest shed contains a sealed floor hatch leading to a tunnel beneath the customs house.

A stretch of pale reef exposed at low tide, marked by stakes bearing the names of dead divers. The names change after storms. Locals avoid the place after sunset because voices rise from the tide pools whenever someone speaks an unpaid promise aloud.

One auction lot is a living prisoner whose name appears in the village's oldest debt book.

Secrets

The binding ledger was created through a pact with an ancient sea power, not ordinary magic. If the players reveal this, every magically enforced debt becomes unstable, and the village may lose the protection that has kept storms from destroying the harbor.
