Frostfall Scepter

A jagged, eighteen-inch wand of ever-glacial ice that remains freezing to the touch but never melts. The core contains a suspended, glowing sapphire that pulses with a pale white light, and the entire surface is covered in etched runes that constantly weep freezing mist.
