Veylan Marr, the Whispered Cartographer

Decades ago Veylan Marr led celebrated expeditions into Hathea and returned with charts of impossible places. He vanished while mapping the Deep Throat Vale and reappeared years later changed. Tales say he traded part of his humanity for living topography, that he can read the land like a book, and that he offered a city a map to riches that became a labyrinth of graves. Academics argue over his motives; druids call him a blasphemer. Cults have sprung up worshiping his maps as scripture.

Living Maplines. Veylan's skin bears shifting cartographic lines that move slowly as he thinks. These maplines grant him supernatural attunement to terrain and memory and power several of his abilities. While in contact with the ground he regains 10 hit points at the start of his turn.
Cartographic Dominion. While within his lair or a site strongly shaped by his maps, Veylan's spell save DC and spell attack bonus each increase by 2. Additionally he can use an additional lair action on initiative count 20 that causes one exit to change location.
Resolute Memory. Veylan cannot be surprised and has advantage on saving throws against being charmed and frightened. He is immune to effects that would remove his memory of a place or event.
Regional Warp. Regional Effects. While Veylan exerts influence within a 6-mile radius of a locus of his choosing, the terrain subtly warps. Roads may realign, compasses can deviate, and travelers may find themselves unable to follow previously known routes. These effects are long-term and escalate the longer he is left unchecked.
Cartographer's Blade. Melee Spell Attack: to hit, reach 5 ft., one target. Hit: 13 () psychic damage and the target is marked with a shifting cartography sigil. While marked the target has disadvantage on Wisdom saving throws and checks to navigate or orient for 1 minute. The target can repeat the saving throw at the end of each of its turns, ending the effect on a success.
Mapline Bolt. Ranged Spell Attack: to hit, range 120 ft., one target. Hit: 36 () force damage. If the target is a creature that occupies terrain defined by Veylan's maplines, the damage is increased to 54 () and the target is shoved 10 feet to a space of Veylan's choosing if it fails a Strength saving throw.
Enmesh Memory. Veylan speaks a short phrase and traces a sigil into the air. Each creature of his choice in a 60-foot-radius must succeed on a Wisdom saving throw or become Enmeshed in Memory for 1 minute. An Enmeshed creature is restrained by illusory cartographic tendrils and sees faint, moving images of places it has seen or never seen. While Enmeshed a creature is incapacitated and has speed 0. A creature can repeat the save at the end of each of its turns, ending the effect on a success. A creature that succeeds on the initial save is immune to Veylan's Enmesh for 24 hours.
Cartographic Explosion. Veylan flings an orb of living map-energy that explodes on impact. Each creature in a 30-foot-radius must make a Intelligence saving throw. On a failed save a creature takes 45 () psychic damage and treats the area as difficult terrain for 1 minute as the ground warps; on a success the creature takes half damage and the area is normal.
Weave Terrain. Veylan conjures or dismisses a 30-foot-square patch of illusory landscape that lasts until dispelled. The illusion changes topography, producing safe or hazardous surfaces, hiding objects or entrances, or obscuring a feature. A creature that uses an action to examine the illusion can make an Intelligence (Investigation) check against to discern truth from illusion.
Redirected Cartography. Redirected Cartography. When a creature casts a spell that targets only Veylan, he can use his reaction to rotate the spell's point of origin up to 60 feet along a continuous patch of terrain he can see, possibly causing the spell to miss or affect a different target. He must be aware of the casting to use this reaction.
Counter-Map. Counter-Map. When targeted by a spell, Veylan can expend one spell slot of equal or higher level to counterspell automatically, even if outside the normal range, as the energy is absorbed into the atlas and reworked into a new map-curse.
Quick-Trace. Quick-Trace. Veylan makes one Cartographer's Blade attack or casts a cantrip.
Shift Ground (Costs 2 Actions). Shift Ground. Veylan causes a 20-foot-square section of ground within 120 feet to become difficult terrain and visually alter for 1 minute. Creatures that enter or end their turn in the area must succeed on a Dexterity saving throw or fall prone.
Anchor Memory (Costs 3 Actions). Anchor Memory. Veylan targets one creature he can see within 60 feet. The target must succeed on a Wisdom saving throw or be stunned until the end of their next turn as memories and topography overload their senses.
