Mandate of the Weeper. At the start of each of the Hierophant's turns, it dictates a new rule that lasts until the start of its next turn. Any creature that starts its turn within 60 feet of the Hierophant must succeed on a Wisdom saving throw or be forced to follow the rule. Examples include: Thou shalt not move more than 10 feet; Thou shalt not use a bonus action; Thou shalt not heal. If a creature violates the rule, it takes 22 () psychic damage immediately.
Cracks in the Law. Creatures under the effect of a Protection from Evil and Good spell, a Magic Circle, or within a Paladin's Aura of Protection have advantage on saving throws against the Hierophant's Mandates and Sorrowful Gaze.
Sorrowful Presence. Any creature that starts its turn within 30 feet of the Hierophant must make a Wisdom saving throw. On a failure, the creature is overwhelmed by celestial grief, becoming incapacitated until the end of its next turn as it falls to its knees and weeps.
Multiattack. The Hierophant makes two Golden Ichor Lash attacks and uses its Sorrowful Gaze.
