A city of leaning bell towers sells safe passage, but every license requires a promise witnessed by strangers.
Bellweather is a realm whose regions are connected by civic bells rather than ordinary distance. Each bell rings a route into existence when people agree on where they are going and what they will give to arrive. Railways, airships, factories, and spellcraft have made the network prosperous, but every broken promise bends the weather and warps the roads. Communities now argue whether the bells are public infrastructure, sacred law, or a machine slowly learning to rule them.
