Hook
A city where every wall is also a witness.
The Compliance Mirror Array is a realm of mirrored districts, steam rails, and audit towers where law behaves like weather. Every border is a reflection, every trade leaves a trace, and every oath can be enforced by the world itself. People build lives inside the system, cheat it for profit, or break it to stay free. Adventures center on travel, record theft, broken contracts, and the cost of being seen.

Form · Strange Realm
A strange boundary realm of linked districts, each one a reflection that can be entered, copied, or denied by law and light.
Traversal
Travel works by matching reflections, following rail relays, or stepping through approved mirrors; without a valid trace, routes bend, stall, or return you to the last registered place.

People entered a silent boundary of mirrors, found it fertile with salvage, and learned that spoken promises changed what the realm allowed.
Cities, rails, and audit houses rose around mirror wells as guilds turned compliance into trade, law, and protection.
New machines made travel and recordkeeping faster, but every upgrade gave the Mirror Array more ways to judge, copy, and deny people.
A missing registry page has made an entire district legally unreal, and the party must find who removed it.
A mirror route has opened to a sealed district full of abandoned machines and unpaid dead.
A labor strike is spreading through the rail foundries, and both sides hire armed mediators.
Someone is forging oath-marks that can fool the Array, and the fake promises are causing real harm.
The Mirror Array keeps a hidden master copy of the realm and uses it to revise ownership, borders, and even names.
Discovery · Old mirrors sometimes show a second set of ledgers behind the first.
Impact · The Registry Courts may be editing history, not just enforcing it.
The dead are not leaving; they are being stored in the Array's reflective network as labor and evidence.
Discovery · Unpaid dead gather where reflected light is strongest.
Impact · A collapse in mirror services could unleash a wave of restless echoes across the realm.
There are cracks in the realm's edge that lead to places the auditors cannot map.
Discovery · Smugglers trade in sealed mirror shards from beyond the boundary.
Impact · Those shards can open routes the Courts cannot tax or predict.
