The clocktower releases a massive wave of distorted time energy. All creatures within a 60-foot emanation must attempt a DC 29 Fortitude save. On a Critical Success, the creature is unaffected. On a Success, the creature takes 5d6+15 force damage. On a Failure, the creature takes 10d6+20 force damage and is Slowed 1 for 1 minute as their personal timeline is dragged. On a Critical Failure, the creature takes 20d6+20 force damage and is Slowed 2 for 1 minute.
If a creature is currently under the effects of Haste or Slow when they attempt a save against the Chronal Discharge, they gain a +2 circumstance bonus to the save as their modified personal time-rate resists the wave.
