Background Lore
For three generations, the river city of Bellwether has relied on the Glass Archive, a sealed underground repository containing legal contracts, royal decrees, personal confessions, and magical records. The Archive was founded after a civil war to preserve facts that could not be trusted to living witnesses. Twelve years ago, its keeper began secretly using a forbidden memory engine called the Mnemonic Crown to alter testimony and erase inconvenient truths. The resulting false history now protects a powerful coalition of nobles, merchants, and clergy. Recently, fragments of the original records have begun resurfacing in the minds of ordinary citizens, causing contradictory memories, public accusations, and several apparently impossible murders.
Bellwether's Glass Archive preserves the city's most important records, but a stolen master index has caused fragments of conflicting memories to spread through the population. Archivist Selene Marr believes someone is using the index to target witnesses and asks the party to investigate a string of impossible recollections, enter the sealed lower Archive, and recover the missing record before the city's next bell toll. The investigation will expose a conspiracy involving altered testimony, forbidden magical technology, and a threat beneath the river.
