Vane is a man of rigid contradictions; he is deeply corrupt, yet he adheres to a 'Code of the Wharf' that he considers more moral than the city's actual laws. He is brutal and dismissive toward idealistic newcomers but displays a surprising, quiet tenderness toward the local dock-orphans, whom he pays to be his 'eyes.' He believes that a well-oiled machine of graft is better for the people than a chaotic, honest war. He treats his guard position as a business transaction and remains intensely cynical about anyone claiming to act out of pure heroism.

Petiros Salty Pete Vran
Pete is a man of professional warmth and private ice. He is incredibly generous with local gossip and drinks for strangers, yet he is notoriously miserly with his own crew, counting every copper twice. He presents himself as everyone's best friend in the port, but those who look closely notice he never lets anyone stand behind him and always keeps his hand near his belt. He is calm during crises but becomes uncharacteristically twitchy and irritable when the weather is too clear.
