The Opening

“Last night, pale lanterns drifted through the flooded canals below Brinewatch, and three people vanished after following them. Magistrate Varr is paying for a discreet crew to find the missing, stop the disturbances, and bring back proof of what is moving under the water. Be careful: the old locks were sealed for a reason, and something down there knows your names.”

Set the Scene

Magistrate Elowen Varr meets the party in a shuttered records room above the canal district. She lays three damp lantern wicks on the table and explains that every victim vanished near the same stretch of flooded locks. Before she can finish, a bell sounds somewhere below the floor, and the water in the room ripples as if something just passed underneath.

Background Lore

The old canal district of Brinewatch was abandoned after the salt marsh shifted and the locks failed. In the years since, smugglers, desperate laborers, and scavengers have treated the flooded tunnels below the district as a shortcut into the city and a place to hide contraband. Recently, lanterns have been seen moving under the water at night, and people who follow them either return terrified or do not return at all.

What the World Knows

A string of disappearances in the flooded canal district has frightened Brinewatch’s dockworkers. Lanterns appear at night, leading the curious into abandoned tunnels where smugglers, ruins, and dangerous old machinery wait. The party is hired to investigate the vanishing people, restore safety to the district, and learn why the old locks have begun failing again.
