The party enters a shuttered rope-maker's warehouse as rain lashes the riverfront. Mira Quill has hidden Tomas Reed beneath a worktable, while outside, lanterns move through the fog. Tomas carries a copied arrest warrant, a damaged signet impression, and a list of three guild organizers scheduled to die at dawn. Mira says Baron Vale is waiting in his winter garden, but she will not approach him until the party proves the evidence is real.
