The Opening

Veyr has six days of grain left, but beneath the ruined imperial palace lies a sealed granary containing enough food to save the entire province. Its guardian will open the doors only after the people prove that the fallen empire deserves to survive. Governor Mara Venn asks you to enter the granary, face its ancient judgment, and decide what kind of proof the dead empire should accept.

Set the Scene

Rainwater runs red through the streets of Veyr as families queue outside an empty ration depot. Governor Mara Venn leads the party into the ruined palace, where she reveals a bronze door covered in names of dead provinces. She explains that the granary below can feed everyone, but the door has opened for no ruler, army, or starving mob since the empire fell.

Stakes

If the granary remains sealed, thousands may die before winter. If it opens without safeguards, the food may be looted, poisoned, or used to establish a new tyranny. The party's decision will determine whether Veyr becomes a cooperative successor state, a faction-controlled enclave, or another ruin remembered only by its empty storehouses.

Ticking Clock·The province has six days of publicly known grain remaining. Hidden emergency stores extend that deadline by two days, but revealing them without a plan may trigger a riot. A storm on the sixth night will flood the lower palace and permanently damage the granary's mechanisms.

Background Lore

The Fallen Empire once stored grain beneath every major road, protected by oathbound wardens and elaborate civil machinery. When the imperial capital fell, most granaries were looted or burned, but the sealed Granary of Saint Orra continued operating beneath the ruins of the provincial city of Veyr. Its guardian, an ancient imperial construct called the Auditor, has rationed grain for generations according to laws written for a living empire. The surrounding province is now starving, and the granary has enough food to save thousands, but the Auditor will release it only if the people prove that the empire still has a legitimate claim to exist.

What the World Knows

Veyr is starving, and its final hope lies beneath the ruins of the old imperial palace. A sealed granary contains enough preserved grain to save the province, but its ancient guardian demands proof that the empire's ideals still have a place among the living. The party must investigate the granary, navigate a crisis of trust between rival factions, and decide whether the food should be released under the old order, a new authority, or no authority at all.
